בקיץ תשנ"א כתב ר' יוסף יצחק הכהן אהרונוב לרבי על דבר הצטרפות הת' איצ'ה לוינזון לניהול אגו"ח בחבר העמים הרבי החזיר מענה חיובי ואיצ'ה נסע לשם למשך השנים הבאות <br />

במהלך שהותו שם ביקר בעשרות קהילות וערים ודאג לכתוב דוחות מהנעשה בכל עיר בד בבד עם תפקידו המיוחד לנהל את חלוקת העזרה ההומניטרית לכל הקהילות היהודיות ברחבי רוסיה <br />
